This D8 bulldozer is needed to meet the Department of Health's requirement that County landfills have at all times, equipment available to manage daily solid waste. This equipment will be used as a backup unit, in the event that a primary bulldozer is out of service due to repairs or maintenance needs, and will be used to facilitate the Hilo landfill sliverfill project to extend the landfill's useful life. The Solid Waste Fund does not have the resources to purchase the referenced equipment and therefore the Department of Environmental Management requests the authority to enter into a five (5) year lease agreement in which the County will own the equipment at the end of said lease. The funding for this lease is included within the current fiscal year's budget. In order to expedite the acquisition of this equipment and to eliminate the need for the long- term rental, the Department of Environmental Management requests that the resolution be waived from the Finance Committee and be placed on the December 15, 2010 Council Meeting agenda. REQUEST: Resolution authorizing the Mayor to enter into a multi -year lease agreement for a D8 Waste Handler Series Bulldozer, or equivalent, for a period of five (5) years for the Department of Environmental Management, Solid Waste Division. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division (SWD) is requesting the purchase of one D8 Waste Handler Series Bulldozer. There are currently two bulldozers each at the Hilo and Puuanahulu Landfills. Additional dozers are a Department of Health requirement, which is predicated on assuring there is always equipment available to properly manage the daily solid waste. Landfill equipment is operated for long hours and under hazardous conditions, which results in the equipment being damaged and constantly worn down. Currently, the SWD does not have an adequate asset management program or timely means of repairing or maintaining the equipment (e.g., a long term equipment maintenance contract, SWD operated equipment maintenance facility, timely access to the existing County equipment maintenance facility). Consequently, landfill equipment is repeatedly down for extended periods of time waiting for repair and /or maintenance. This bulldozer will be used for the following purposes: • Assure there is sufficient equipment to operate the landfill by providing a replacement/backup for any bulldozer that is down for repair and /or maintenance. • Facilitate the Hilo landfill sliverfill project that is extending the landfill's useful life. • Eliminate the long term need to rent a bulldozer. This equipment will be lease financed such that the County will own the equipment at the end of the five year lease. In order to expedite the acquisition of this equipment and eliminate the long term rental, we respectfully request that this resolution be waived from committee and placed on the next Council agenda.
