SUBJECT: POWER POINT PRESENTATION ON LED STREET LIGHT CODE
AMENDMENT
I am planning on making a power point presentation to the County
Committee and County Council regarding a Code Amendment on Chapter
14 Street Lights which will allow for the use of Light Emitting
Diodes (LEDs).
The power point presentation has fifteen (15) slides which covers
1. Problems with Low Pressure Sodium lights
2. Spectral Power distribution discussion
3. Solutions offered with LEDs
4. Visuals on proposed LEDs from tests conducted on Kamehameha
Ave in Hilo.

Problem One - Traffic Hazard
The amber traffic light has the same color as the LPS street light.
This causes confusion with drivers approaching an intersection.
The confusion is compounded with poor weather.
Solution

Problem Two - Color Rendering
Colors must be seen by Emergency Responders.
All colors appear Amber/Yellow with LPS. This can result in
mistakes by EMTs.
Solution - Install a broader spectrum street light that allows the
Emergency Responder to distinguish colors

Problem Three - Light Pollution
White light is a poor option for astronomical studies. The blue
light portion of white light scatters in the atmosphere, causing
light pollution that jeopardizes the night sky.
Solution — Install street lights with a Spectral Power
Distribution that has a low blue content AND a color very
different from the amber traffic light at intersections and
crosswalks.
