ORDINANCE NO.
STATE OF HAWAII
BILL NO. 12
AN ORDINANCE AMENDING CHAPTER 14 OF THE HAWAII COUNTY CODE 1983
(2005 EDITION, AS AMENDED), RELATING TO OUTDOOR LIGHTING.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 14, article 9, section 14- 51(a), of the Hawaii County Code 1983
(2005 Edition, as amended), is amended by adding the following to be appropriately numbered
and to read as follows:
�b "Blue light content" means the ratio of the amount of energy emitted by
the outdoor light fixture between 400 and 500 nm divi by the amount
of energy between 400 and 700 nm.
"Traffic color compliant" means the 1931 CIE x y color coordinates of the
outdoor light fixture is outside of any of the traffic signal color boxe as
defined by ITE ST -052 500 /AGS -PM /1105.
SECTION 2. Chapter 14, article 9, section 14 -52, of the Hawaii County Code 1983
(2005 Edition, as amended), is amended to read as follows:
Section 14 -52. General requirements.
(a) Standard [, pe or
] fixture. All [etlier] class types of outdoor light
fixtures shall follow the requirements set forth in Table 14 -A.
(b) Shielding. All outdoor lights shall be shielded pursuant to the requirements set forth in
Table 14 -A.
(c) Hours of operation. All outdoor light fixtures shall be subject to the hours of operation as
required by Table 14 -A.
(d) Mercury vapor lights prohibited. Mercury vapor lamps shall not be used for any new
outdoor lighting installations or for the replacement of any existing installation. All
existing mercury vapor outdoor lighting fixtures shall be removed by August 17, 1998.
Blue lit co ntent. Th e blue light c o the outdoor light fixture shall be ursuanr to
t require set forth in T able 14 -A.
�f Traffic color compliant The color of t he outdoor light fixture shall be pursuant to the
requirements set forth in Table 14 -A.
SECTION 3. Chapter 14, article 9, section 14 -55, of the Hawaii County Code 1983
(2005 Edition, as amended), is amended to read as follows:

SECTION 4. Material to be repealed is bracketed and stricken. New material is
underscored. In printing this ordinance, the brackets, bracketed material and stricken material
and underscoring need not be included.
SECTION 5. If any provision of this ordinance, or the application thereof to any person
or circumstance, is held invalid, such invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid provision or application, and to
this end, the provisions of this ordinance are declared to be severable.
SECTION 6. This ordinance shall take effect upon its approval.
