Your Committee on Finance, to which was referred Resolution No. 230-00, reports as follows:
Resolution No. 230-00, transmitted by Finance Director Harry Takahashi, via Communication
No. 706, dated March 15, 2000, authorizes the Office of the Mayor to enter into an interagency
agreement with the City and County of Honolulu for a Memorandum of Understanding
pertaining to the Statewide Narcotics Task Force (SNTF).
This Memorandum of Understanding will be entered into by the County of Hawaii Police
Department, Honolulu Police Department, Maui Police Department, Kauai Police Department,
the Hawaii National Guard and the Drug Enforcement Administration.
The purpose of the SNTF is to create a cooperative effort to interdict drugs within the State of
Hawaii via apprehension, arrest, and conviction of individuals smuggling narcotics into,
through, and out of the State.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 230-00
and recommends its adoption.
