Your Committee on Finance, to which was referred Resolution No. 231-00, reports as follows:
Resolution No. 231-00, transmitted jointly with Bill No. 232 by Finance Director
Harry Takahashi, via Communication No. 707, dated March 10, 2000, authorizes the Office of
the Mayor to enter into an agreement with the University of Hawaii at Manoa for aCOPS-
Alcohol Prevention Grant.
The University of Hawaii at Manoa has authorized funding to conduct covert operations to
decrease the means by which juveniles obtain alcohol.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
The Mayor is hereby authorized to enter into an agreement with the Department of
Transportation, State of Hawaii, to decrease the purchase and consumption of alcohol by teens
in the County of Hawaii.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 231-00
and recommends its adoption.
