Your Committee on Public Works and Parks and Recreation, to which was referred Bill 7,
reports as follows:
Bill 7, transmitted by the Director of Public Works Warren H. W. Lee, via Communication
No. 28, dated December 10, 2010, requests amending the Hawaii County Code 1983, (2005
Edition, as Amended), Chapter 24, Article 10, Division 2 (Moving Vehicles), Section 24 -264,
Schedule 12 (Stop Intersections), subsection (f) Kona, by adding:
(_) Rock Bottom Road, both approaches to Middle Ke`ei Road.
Council Member Ford informed the committee that she lives near this intersection and is very
familiar with the safety hazards, she asked Mr. Ron Thiel to provide background information and
explain why the changes are necessary. Mr. Thiel commented that this is not a "normal"
intersection and that there was limited site distance; he said that just putting stop signs was a
temporary fix and that a re- alignment of the roadway needed to be done.
Council Member Smart commented that this was a good short term fix and looks forward to a
permanent solution for this intersection in the future.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 7, and recommends its passage on first reading.
