RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE A
FIVE -YEAR LEASE WITH HOPE SERVICES HAWAII, INC. FOR THE PURPOSE OF
PROVIDING HOUSING AND SERVICES TO HOMELESS PERSONS AT A SET
LEASE RENTAL AMOUNT OF TEN DOLLARS PER YEAR.
WHEREAS, the Office of Housing and Community Development ( "OHCD ") has, over
the last 20 years, sought to develop a comprehensive housing program to serve homeless persons
in West Hawaii; and
WHEREAS, the County of Hawaii ( "County ") acquired a parcel of land in Kailua-
Kona, identified as Tax Map Key 3/7- 4- 010:020 (the "Property "), for the purpose of providing
housing and support services to homeless persons in West Hawai' i; and
WHEREAS, the County constructed on the Property a facility known as the Friendly
Place, which has been operated by the Office for Social Ministry and has been successfully
providing the service component of this housing program since 2006; and
WHEREAS, the County recently utilized federal, state and County funds to construct
another facility on the Property, known as the West Hawaii Emergency Program Facility, to
provide the housing component of the program; and
WHEREAS, the West Hawaii Emergency Program Facility will function in
collaboration with The Friendly Place, as one program, to provide both housing and services to
homeless individuals; and
WHEREAS, the OHCD has determined that HOPE Services Hawaii, Inc. is a qualified
non - profit organization whose predecessor, the Office for Social Ministry, has successfully
demonstrated its capacity to run housing programs for the homeless; and
WHEREAS, Chapter 2, Article 19, Section 2- 120(a)(2), Hawaii County Code, as
amended, provides that the County Council may direct the Finance Director to negotiate the
disposition of real property by lease to non -profit organizations at such rentals and on such terms
and conditions as deemed proper without notice or appraisal.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the Finance Director is hereby authorized to negotiate a five -year lease with
HOPE Services Hawai' i, Inc. for the purpose of operating both the Friendly Place and West
Hawaii Emergency Program Facility as one program, in order to provide housing and services
to homeless persons, with terms to include a duration of one year and continue on a month -to
month basis for an additional 48 months at a set lease rental amount of ten dollars ($10.00) per
year.
BE IT FURTHER RESOLVED, that the Mayor of the County of Hawai'i or his duly
authorized representative is hereby authorized to execute the lease agreement.
BE IT FINALLY RESOLVED, that a copy of this resolution be transmitted to the
Office of the Mayor, the Department of Finance, and the Office of Housing and Community
Development.
