Your Committee on Planning, to which was referred Communication No. 25/ Bill No. 3, reports
as follows:
Bill No. 3, transmitted by Mayor William P. Kenoi, via Communication No. 25, dated December
10, 2010, is an Ordinance amending Section 25 -8 -3 (City of Hilo Zone Map), Article 8, Chapter
25, (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District
classification from Agricultural -Three Acres (A -3a) to Residential and Agricultural- One Acre
(RA -IA) at Waiakea, South Hilo, Hawaii, covered by Tax Map Key 2 -2- 051:015.
Councilmember Ford asked the applicants to explain what they intended to do with the property.
On behalf of the applicant, Lori Mickelson and Jenny Rossa explained that they planned on
dividing the lots with the intention to sell them.
Hawaii County Planning Director Bobby Jean Leithead Todd stated that the request has a
positive recommendation from her department.
Your Committee on Planning is in accordance with the purpose and intent of Bill No. 3 and
recommends it pass first reading.
