Your Committee on Finance, to which was referred Bill No. 314, reports as follows:
Bill No. 314, transmitted by Director of Finance Nancy Crawford, via Communication No. 981, dated
October 13, 2010, amends Ordinance No. 10 -59, as amended, the Operating Budget of the County of
Hawaii, ending June 30, 2011. The amendment is as follows:

To:
010.271.5271.82 State Grants - Domestic Violence Strategic Plan General $10,000
The Office of the Prosecuting Attorney was awarded a $50,000 grant from the Hawai'i State Coalition
Against Violence (HSCADV), whose mission is to ensure the safety and protection of women in intimate
relationships by coordinating domestic violence prevention and intervention services. These funds will be
used to implement the "Navigating a Course for Peace, Domestic Violence Strategic Plan for 2007 - 2010"
in Hawai'i County. Of the $50,000, $40,000 has already been appropriated. The final $10,000 will be
used for activities in West Hawaii.
First Deputy Prosecuting Attorney Charlene lboshi appeared before Your Committee and provided the
Council with details of how the funding will be used.
There was no discussion on this measure.
Pursuant to Section 46 -7, of the Hawaii Revised Statutes, and Section 13- 13(b), Hawai'i County Charter,
the Council is already authorized to apply for, receive and expend the funds for the project identified in
the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 314, and recommends it
pass first reading.
