Your Committee on Finance, to which was referred Bill No. 322, reports as follows:
Bill No. 322, transmitted by Director of Finance Nancy Crawford, via Communication No. 999, dated
October 29, 2010, amends Ordinance No. 10 -60, as amended, the Capital Budget, ending June 30, 2011
by adding the following project:
PUBLIC WORKS:
Kapiolani Street Extension (Mohouli Street to Lanikaula Street)
(110.399.5395.79) [$600,000] $ 8,700,000
Funds for this appropriation increase shall be provided from
General Obligation Bonds, Capital Projects Fund —
Fund Balance and /or Other Sources $ 8,700,000
Public Works Director Warren Lee appeared before Your Committee and provided additional details on
the project. Despite the road project bringing economic development to Hilo it will also add such value
as having a, North and South Connector road from Kapi`olani on to Waianuenue Avenue to Kaowili
Street, bringing traffic from one side of Hilo to the other. The intersecting east and west streets in this
case, will help the public seek higher ground safely during a tsunami evacuation or natural disaster.
The following concerns and comments were stated by Your Committee: 1) lands abutting this project is
owned by the State of Hawaii There are plans to build student housing for UH -Hilo and County
potentially building this road solely at no shared expense to the State of Hawaii, 2) priorities of road
projects during times of budget constraints, 3) it was suggested to seek additional funding from State
legislators to share in cost.
Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that
year with a two - thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 322, and recommends it
pass first reading.
