Your Committee on Finance, to which was referred Bill No. 322, reports as follows:
Bill No. 323, transmitted by Director of Finance Nancy Crawford, via Communication No. 1000, dated
October 29, 2010, amends Ordinance No. 10 -60, as amended, the Capital Budget, ending June 30, 2011
by adding the following project:
PARKS AND RECREATION:
North Kohala Recreational Facility Repairs and Upgrades
(110.599.5594.69) $ 2,000,000
Funds for this appropriation increase shall be provided from
General Obligation Bonds, Capital Projects Fund -
Fund Balance and /or Other Sources $ 2,000,000
Parks and Recreation Park Planner James Komata and Deputy Director Clayton Honma appeared before
Your Committee and provided detailed information on the following projects related to this CIP
appropriation; 1) North Kohala Recreational Facilities Repairs and Upgrades; 2) Ke6kea Beach Park
which has been out of service to the public since October 6, 2006 Kiholo Bay earthquake; 3) condemned
grandstand structure at Kamehameha Park with a new covered spectator area serving the primary ball
fields there.
Pursuant to Section 10 -6(d), Hawaii County Charter, the Council may amend the Capital Budget for that
year with a two- thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 323, and recommends it
pass first reading.
