Your Committee on Finance, to which was referred Bill No. 325, reports as follows:
Bill No. 324, transmitted by Director of Finance Nancy Crawford, via Communication No. 1001, dated
November 1, 2010, amends Ordinance No. 10 -60, as amended, the Capital Budget, ending June 30, 2011
by adding the following project:
PARKS AND RECREATION:
Kikila - Keokea New Park Development
(110.599.5590.65)
$ 100,000
Funds for this appropriation increase shall be provided from
General Obligation Bonds, Capital Projects Fund —
Fund Balance and /or Other Sources $ 100,000
Parks and Recreation Park Planner James Komata and Deputy Director Clayton Honma appeared before
Your Committee and provided detailed information of this project. The project initially proposes to
establish water service to the site via the County's water system, develop basic infrastructure (driveway,
parking area, etc.), and provide basic park landscaping materials (fill, soil, plants, etc.) and basic park
amenities to support community use. Issac K. Hale and `Ahalanui Beach Parks are the nearest County
parks in this area, but lack the infrastructure and amenities commonly associated with neighborhood
parks. Mr. Honma added that the residents of the Kikala- Keokea subdivision is supportive and will
partner with the County to develop this new public park in the Kalapana area. Mr. Komata also spoke
with community advocates of the park who are willing to work with their State legislators to seek
additional funding as needed for this project.
Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that
year with a two - thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 325, and recommends it
pass first reading.
