Your Committee on Finance, to which was referred Resolution No. 16 -11, reports as follows:
Resolution No. 16 -11, transmitted jointly with Bill 2, by Finance Director Nancy Crawford via
Communication No. 16, dated November 9, 2010, authorizes the acceptance of a Monetary Donation of
$1,600 from Target for the Purchase of Tactical Bike Patrol Equipment for the Hawaii County Police
Department.
Sergeant Gary Souther, of the Hawaii County Community Policing Coordinator for North and South
Kohala, Kona and Ka`u was present to provide information to Your Committee.
A proposed amendment was transmitted via Communication 16.1 from Committee Chair Brenda Ford,
dated December 23, 2010. Those amendments contained in communication 16.1 were unanimously
approved. Ms. Ford will send a memo to all department directors to have all resolutions include monetary
amounts and corrections made to language written in the enacting clauses. Furthermore, her memo will
include that all future resolutions accepting monetary donations cite language from Chapter 2, Article 30,
Section 2 -162 (a) of the Hawaii County Code, in addition to Article XIII, Section 13 -12 of the Hawaii
County Charter.
Some Council Committee members were concerned as to language changes to the enacting clauses and if
it affected current charter requirements. Ms. Ford verified that this was a standard practice used during
2006 -2008 Council Term.
Pursuant to Article XIII, Section 13 -12, of the Hawaii County Charter, the Council of the County of
Hawaii is authorized to accept this donation.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 16 -11 as amended
to Draft 2, and recommends its adoption.
