Your Committee on Finance, to which was referred Resolution No. 19 -11, Communication No. 34,
reports as follows:
Resolution No. 19 -11, transmitted by Director of Finance Nancy Crawford via Communication No. 34,
dated December 16, 2010, authorizes the acceptance of the American Resort Development Association
(ARDA) monetary donation totaling $1,400 to the Department of Parks and Recreation to provide
educational and athletic opportunities for children in grades five to eight, who are unable to participate
because they exceed the program's weight restrictions.
Finance Director Nancy Crawford and Deputy Finance Director Deanna Sako appeared before Your
Committee to explain the $1,400 donation and not have a bill associated with this.
Some Council Committee members needed clarification as to which Parks and Recreation programs this
will fund. Ms. Ford added that a specially designed program is created by Parks and Recreation for these
children unable to participate in educational and athletic opportunities in school.
Letters of appreciation and a copy of this resolution be sent to the American Resort Development
Association, 1201 15` Street, NW Suite 400, Washington DC 20005 and that a copy also be sent to
Ms. Kym Sparlin, PMCI Hawaii, 84 North King Street, Honolulu, Hawaii 96817, acknowledging this
generous donation.
Pursuant to Article XIII, Section 13 -12, Hawaii County Charter, the Council, on behalf of the County,
may accept gifts or donations of personal property. Also, pursuant to Chapter 2, Article 30,
Section 2- 162(c), Hawaii County Code, any donation or gift which does not fall within the capitalization
procedures of the Department of Finance shall be submitted to the Council by letter for its approval.
Your Committee on Finance is in accord with the purpose and intent of Resolution 19 -11 and
recommends its adoption.
