No. 22 -11 <br />PLACE: Sheraton Keauhou Bay Resort & Spa <br />78 -128 `Ehukai Street <br />Kailua -Kona, Hawaii <br />TIME: 11:26 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 22 -11, reports as follows: <br />Resolution No. 22 -11, transmitted jointly with Bill 11, by Finance Director Nancy Crawford via <br />Communication No. 37, dated December 20, 2010, authorizes the Mayor to enter into an <br />agreement with the State of Hawaii Department of the Attorney General for the Domestic <br />Violence Prosecution grant program. <br />The State of Hawaii Department of the Attorney General's Crime Prevention & Justice <br />Assistance Division has authorized funding to the Hawaii County Office of the Prosecuting <br />Attorney to sustain the deputy prosecuting attorney position in the specialized unit . These <br />monies will be used to fund training, and to develop and implement more effective police, court <br />and prosecution policies, protocols, orders and services, specifically devoted to preventing, . <br />identifying and responding to violent crimes against women. <br />First Deputy Prosecuting Attorney Charlene Iboshi appeared before Your Committee and <br />provided the Council with details of how the funding will be used. <br />Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent <br />of the Council to enter into agreements with federal or state governments with respect to any <br />action to be taken pursuant to any of the powers granted by law to furnish, expend and receive <br />any funds or other assistance in connection with projects being or to be undertaken pursuant to <br />those powers. <br />A proposed amendment was transmitted, via Communication 37.1 from Committee Chairperson <br />Brenda Ford, dated January 3, 2011. Those amendments contained in Communication 37.1 were <br />unanimously approved. Furthermore, Ms. Ford will send a memo to all directors to have all <br />resolutions include monetary amounts and corrections made to the enacting clauses as contained <br />in her proposed amendment. <br />FC Rept.
