Your Committee on Finance, to which was referred Bill No. 11, reports as follows:
Bill 11, transmitted jointly with Resolution 22 -11, by Finance Director Nancy Crawford via
Communication No. 37, dated December 20, 2010, amend Ordinance No. 10 -59, as amended, the
Operating Budget for the County of Hawaii, ending June 30, 2011. The amendment is as follows:

The State of Hawaii Department of the Attorney General's Crime Prevention & Justice Assistance
Division has authorized funding to the Hawaii Office of the Prosecuting Attorney to sustain the deputy
prosecuting attorney position in the specialized unit. These monies will be used to fund training, and to
develop and implement more effective police, court and prosecution policies, protocols, orders and
services, specifically devoted to preventing, identifying and responding to violent crimes against women.
Pursuant to Section 46 -7, of the Hawaii Revised Statutes, and Section 13- 13(b), Hawaii County Charter,
the Council is already authorized to apply for, receive and expend the funds for the project identified in
the Operating Budget.
There was no discussion on this matter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 11 and recommends it
pass first reading.
