Your Committee on Finance, to which was referred Resolution No. 24 -11, Communication No. 41,
reports as follows:
Resolution No. 24 -11, transmitted by Director of Finance Nancy Crawford via Communication No. 41,
dated December 6, 2010, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for one (1) D8 Bulldozer, or equivalent, for the Department of Environmental Management Solid
Waste Division. This D8 Bulldozer is needed to meet the Department of Health's requirement that
County landfills have equipment available at all times to manage daily waste.
A proposed amendment was transmitted via Communication 41.1 from Committee Chair Brenda Ford,
dated, January 3, 2011. Those amendments contained in Communication 41.1 were unanimously
approved. Ms. Ford commented this will bring transparency and open government to the public.
Ms. Ford has worked with Environmental Management Director Frank DeMarco on these proposed
amendments. Furthermore, Ms. Ford will send a memo to all department directors to have all resolutions
include monetary amounts, not to exceed details and corrections made to language written in the enacting
clauses.
Environmental Management Director Frank DeMarco appeared before Your Committee. Mr. DeMarco
commented on doing research on the "138" history and the basis of this request. He further clarified the
equipment will be used as a backup unit as in the event recently at the Hilo Landfill where all three dozers
went out of service. It is critical to meet the Department of Health's requirement that equipment is
operational all times at County landfills.
The following concerns and comments by some members of Your Committee: 1) consideration of using
the same equipment manufacturer will be beneficial for maintenance and parts sharing; and 2) there are
legalities on procurement process that need to be adhered to so the bid process is fair and open.
Your Committee on Finance is in accord with the purpose and intent of Resolution 24 -11, as amended to
Draft 2, and recommends its adoption.
