Your Committee on Finance, to which was referred Bill No. 10, reports as follows:
Bill 10, transmitted jointly with Resolution 17 -11, by Finance Director Nancy Crawford via
Communication No. 31, dated December 6, 2010, amends Ordinance No. 10 -59, as amended, the
Operating Budget, ending June 30, 2011. The amendment is as follows:

The State of Hawaii Department of Transportation — State and Community Highway Safety
Program, has authorized funding for the Department of Public Works GPS Units grant to
implement safety improvement projects based on trends in crash frequency, rate and location
information. The Hawaii County Police Department will obtain crash data; which will be
processed by the Department of Public Works Traffic Division with their RoadSoft GIS software
to generate crash trend reports for project planning.
Pursuant to Section 46 -7, Hawaii Revised Statutes, and Section 13 -13 (b), Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
Department of Public Works GPS Units Grant.
There was no discussion on this matter.

recommends it pass first reading.
