PUBLIC WORKS GLOBAL POSITIONING SYSTEM (GPS) UNITS GRANT
Funds would be used by the Department of Public Works to purchase 100 GPS units
for the Police Department in order to obtain crash - location data. The Public Works
Department's Traffic Division will process this data to generate crash -trend reports
and implement safety improvement projects based on crash frequency, rate, and
location information.

Res. 19 -11: AUTHORIZES THE ACCEPTANCE OF A MONETARY DONATION OF
$1,400 TO THE DEPARTMENT OF PARKS AND RECREATION
Donated by the American Resort Development Association to the Department of
Parks and Recreation, the funds would be used to provide educational and athletic
opportunities for children in grades five to eight, who are unable to participate
because they exceed the program's weight restrictions (Big Kids Hawaii Program).

The Church of Latter Day Saints (LDS) constructed new classrooms at their
Honoka`a Ward site, and building permit requirements includes the installation of a
new water line and hydrant to service the additional facilities. LDS requests an
easement from the County to place a water meter box on a portion of the County's
parcel.

The West Hawaii Emergency Program Facility will function in collaboration with
The Friendly Place as one program, in order to provide housing and services to
homeless persons, with terms to include a duration of one year and continue on a
month -to -month basis for an additional 48 months at a set lease rental amount of
$10 per year.

Adds PARKS AND RECREATION: Kikala - Ke6kea New Park Development
($100,000); funds shall be provided from General Obligation Bonds, Capital
Projects Fund —Fund Balance and/or Other Sources ($100,000). Funds would be
used to foster a collaborative effort with residents of the Kikala- Ke6kea subdivision
to develop a new public park in the Kalapana area. The project proposes to
establish water service to the site via the County's water system; and develop basic
infrastructure, basic landscaping materials, and park amenities to support
community use.

( "HOKULI A ")
From Council Member Brenda J. Ford, dated January 6, 2011, requesting an
executive session regarding Oceanside 1250 ( "Hokuli`a ") bond(s) and any other
issues concerning this subject.
The Council anticipates convening an executive meeting regarding the above matters, pursuant to
Section 92- 5(a)(4), for the purpose of consulting with Council's attorney on questions and issues pertaining to the
Council's powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92 -4 and
Rule 10 of the Rules of Procedure of the County Council is necessary to hold an executive meeting.
