Your Committee on Finance, to which was referred Resolution No. 233-00, reports as follows:
Resolution No. 233-00, transmitted jointly with Bill No. 234 by Finance Director Harry
Takahashi, via Communication No. 714, dated March 20, 2000, authorizes the Office of the
Mayor to enter into negotiated agreement with the U.S. Department of Energy, through the State
Department of Business, Economic Development, and Tourism (DBEDT), for a Rebuild
America grant.
This grant will be used to fund participation of the Hawaii County Energy Coordinator in on-
going meetings of the Rebuild Hawaii Consortium, an organization devoted to upgrading the
energy efficiency of buildings in the State of Hawaii through effective collaboration by
participating agencies and business concerns. Also, funds will be used to participate in Western
Region Rebuild America Peer Exchange meetings and a Rebuild America National Forum.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 233-00
and recommends its adoption.
