Your Committee on Finance, to which was referred Resolution No. 235-00, reports as follows:
Resolution No. 235-00, transmitted jointly with Resolution 236-00 by Finance Director Harry
Takahashi, via Communication No. 716, dated March 21,2000, creates an Accountant I position
for the Office of Housing and Community Development (OHCD).
With the addition of the new Workforce Investment Act (WIA) program and 200 new Welfare-
to-Work Housing Vouchers, the OCHD needs an additional Accountant I position.
The federal WIA program will fund this position and other associated costs.
Pursuant to Article V, Section 5-1.3 (c), Hawai i County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 235-00
and recommends its adoption.
