Your Committee on Finance, to which was referred Resolution No. 236-00, reports as follows:
Resolution No. 236-00, transmitted jointly with Resolution 235-00 by Finance Director Harry
Takahashi, via Communication No. 716, dated March 21,2000, deletes the Fair Housing Officer
1/2 time and creates a Secretary SR-18 position for the Office of Housing and Community
Development (OHCD).
With the addition of the new Workforce Investment Act (WIA) program, the OCHD needs a
secretary position to coordinate and arrange meetings, take and transcribe minutes, prepare
verbatim transcripts, and distribute agendas for Local Workforce Investment Board meetings.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 236-00
and recommends its adoption.
