Re: Acceptance of Donation
In accordance with (1) Article XIII, Section 13 -12, of the Hawaii County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of money,
securities or other personal property or of real estate or any interest in real estate, and with
(2) Chapter 2, Article 30, Section 2 -162 (b), of the Hawai'i County Code, which states that a
gift or donation of money, securities, or personal property not covered by the capitalization
procedures (of the Department of Finance) shall be submitted to the Council by letter for its
approval, we request the Council's approval of the following donation:
Twelve (12) Personal Locator Units; (valued at $300 each, for a total estimated value of
$3,600) to be utilized by the Hawaii Fire Department to support its active participation
in Project Lifesaver and the Federal Missing Alzheimer's Patient Assistance Program,
by Project Lifesaver International.
We ask that a letter of appreciation be sent to Gene Saunders, CEO, Project Lifesaver
International, 815 Battlefield Boulevard South, Chesapeake, VA 23322.
If there are any questions, please do not hesitate to call Robert Belcher of the Hawaii Fire
Department at 932 -2921.

for a total of $3,600 from Project Lifesaver International and send a letter of appreciation to:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This donation was given to - the Fire Department to support its active participation in Project Lifesaver and
the Federal Missing Alzheimer's Patient Assistance Program.
The Fire Department participates with Project Lifesaver to help save time, money and lives in the search for
wandering or lost individuals. See the program summary that is attached. This donation will provide the
locator units that are the critical component to this program.

Project Lifesaver International helps provide rapid response to save lives and reduce potential for
serious injury for adults and children who wander due to Alzheimer's, autism, Down syndrome,
dementia and other related cognitive conditions. Project Lifesaver provides equipment, training,
certification and support to law enforcement, public safety organizations and community groups
throughout the country and nation...

The task of searching for wandering or lost individuals with Alzheimer's, autism, Down
syndrome, dementia or other cognitive conditions is a growing and serious responsibility.
Without effective procedures and equipment, searches can involve multiple agencies, hundreds
of officers, countless man hours and thousands of dollars. More importantly, because time is of
the essence, every minute lost increases the risk of a tragic outcome.
Working hand in hand with trained public safety agencies, Project Lifesaver International (PLI)
will help you save time, money and most importantly, your loved ones.
