PUBLIC WORKS GLOBAL POSITIONING SYSTEM (GPS) UNITS GRANT
Funds would be used by the Department of Public Works to purchase 100 GPS units
for the Police Department in order to obtain crash - location data. The Public Works
Department's Traffic Division will process this data to generate crash -trend reports
and implement safety improvement projects based on crash frequency, rate, and
location information.

$1,400 TO THE DEPARTMENT OF PARKS AND RECREATION
Donated by the American Resort Development Association to the Department of
Parks and Recreation, the funds would be used to provide educational and athletic
opportunities for children in grades five to eight, who are unable to participate
because they exceed the program's weight restrictions (Big Kids Hawaii Program).

The Church of Latter Day Saints (LDS) constructed new classrooms at their
Honoka`a Ward site, and building permit requirements includes the installation of a
new water line and hydrant to service the additional facilities. LDS requests an
easement from the County to place a water meter box on a portion of the County's
parcel.

Authorizes the Mayor to enter into a five -year lease -to -own agreement for the
acquisition of one D8 bulldozer or equivalent at the Hilo and Pu`uanahulu Landfills,
and that the County terminate the rental of the privately -owned D8 bulldozer
utilized at the Hilo Landfill (effective December 31, 2010).

SET LEASE RENTAL AMOUNT OF TEN DOLLARS PER YEAR
The West Hawaii Emergency Program Facility will function in collaboration with
The Friendly Place as one program, in order to provide housing and services to
homeless persons, with terms to include a duration of one year and continue on a
month -to -month basis for an additional 48 months at a set lease rental amount of
$10 per year.

AMENDED) RELATING TO OUTDOOR LIGHTING
Amends Article 9, Section 14 -51(a) by adding the definitions of "Blue light
content" and "Traffic color compliant'; and amends Section 14 -52, General
requirements, by changing partially shielded lighting fixtures to fully shielded
lighting fixtures and allowing Light Emitting Diode (LED) fixtures with less than
2% blue light content and traffic color compliant within 1,320 feet of signalized
intersections or within 100 feet of marked crosswalks.

Station Repairs and Enhancements -Fair Share ($250,000); funds shall be provided

would be used to improve the existing vehicle circulation at the recycle area
by paving it with asphalt- concrete pavement, install new retaining walls to
provide easy recessed access to the recycling bins, and install a concrete pad
for the community reuse facility.

to develop a new public park in the Kalapana area. The project proposes to

community use.

Plan, and amends the provisions regarding the future updating of the Hawaii

From Council Member Brenda J. Ford, dated January 6, 2011, requesting an
executive session regarding Oceanside 1250 ( "Hokuli`a ") bond(s) and any other
issues concerning this subject.
The Council anticipates convening an executive meeting regarding the above matters, pursuant to
Section 92- 5(a)(4), for the purpose of consulting with Council's attorney on questions and issues pertaining to the
Council's powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92 -4 and
Rule 10 of the Rules of Procedure of the County Council is necessary to hold an executive meeting.
