STATE OF HAWAII
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF
THE ATTORNEY GENERAL, PURSUANT TO HRS 46 -7, FOR THE NEXT
GENERATION JUVENILE JUSTICE INFORMATION SYSTEM DATA
BROKER PROJECT
WHEREAS, The County of Hawaii has been selected as a pilot site to implement
a computer system interface between the Hawaii County Police Department's Records
Management System to the Office of the Prosecuting Attorney's Hawaii Island Tracking
System; and
WHEREAS, the Department of the Attorney General's Crime Prevention &
Justice Assistance Division has authorized funding to the Hawai'i Office of the
Prosecuting Attorney for this Next Generation Juvenile Justice Information System (NG
JJIS) Data Broker Project; and
WHEREAS, the Juvenile Justice Information System serves as a data repository
for juvenile offender information for the State of Hawaii; and
WHEREAS, these monies, derived from Federal funds, will be used to implement
an interface, which will electronically transfer juvenile arrest data between the Police
and Prosecuting Attorney's systems; and
WHEREAS, this will eliminate double entry of information into the separate
systems and will help to improve efficiency; and
WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county
departments obtain the consent of the council to enter into agreements with the federal
or state governments respecting action to be taken pursuant to any of the powers
granted by law to furnish, expend, and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.

NIEM Data Broker Pilot Project
General Design
The Juvenile Justice Information System (JJIS) serves as a data repository for juvenile
offender data for the State of Hawaii. The JJIS combines juvenile offender information
from the police, prosecutors, Family Court, and the Hawaii Youth Correctional Facility;
the system includes juveniles' first exposure to the justice system and extends through
prosecution, adjudication, and incarceration. The JJIS is also the repository for statewide
information on missing children. One of the primary benefits of the JJIS is it provides a
historical perspective of a juvenile's criminal background which assists the justice
agencies in their evaluation of a juvenile.
JJIS is currently undergoing a re- design that will result in a total rebuild of the system.
Referred to as the Next Generation JJIS or NG .IJIS this rebuild will incorporate the latest
technology that will enhance the capabilities of the HIS. One such enhancement is for
JJIS to assume the role of facilitator for the movement of data between agencies. In this
role JJIS would provide the conduit by forwarding data received into JJIS from one
agency to a second agency. The receiving agency would derive the benefit of using this
data to auto populate their native case or record management system which should
improve their work efficiency by eliminating the keying in of this information from the
hard copy reports.
Purpose
The Hawaii County Prosecuting Attorney (HCPA) will participate in a pilot project with
JJIS that will involve the forwarding of HCPD arrest information from the JJIS to HCPA.
Requirements
1. Identify conditions that will trigger the transmission of an arrest data record to
HCPA.
a. Arrest from I- Iawaii County Police only?
b. Charging Disposition
i. Refer to Prosecutor
c. Should data be sent for all case updates or 1" time only?
Identify the data format of the arrest record.
a. National Information Exchange Model (NIEM)
i. This is a Federal Standard that is a grant requirement.
Identify data fields required by HCPA.
a. Field translations
4. Identify where and how the arrest record is stored at HCPA.

a. It is recommended that data records are stored in a table as this provides
the simplest means for recovery in the event of a problem.
