PAPAS Mr. BJ Leithead Todd, Planning Director LOG NO: 2010.0254 County of Hawaii, Planning Department DOC NO: 1001 ST08 Aupuni Center Architecture 101 Pauahi Street, Suite 3 Hilo, HI 96720 SUBJECT: Chapter 6E -42 (HRS) Review Change of Zone Application — Single- Family Residential ("RS-10") to Neighborhood Commercial ( "CN -20 ") Relocation of Liberty Dialysis Center to an Existing Single- Family Residencial Parcel — Proposed Demolition of an Existing Dwelling and Related Structures and Construction of a Dialysis Facility, Concept Construction, Inc., Located on the Western (Mauka) Side of Kinoole Street, Waikea, South Hilo District, Hawaii TMK: (3) 2-2-025:022 Thank you for the submittal for the proposed demolition of an existing dwelling and construction of a new facility. The property is not listed on the Hawaii or National Registers of Historic Places. Our determination for the proposed project is "effect, with agreed -upon mitigation commitments." The property is listed on the Hawaii State Inventory as Hilo House Type #2, Site Identification No. 50- 10 -35 -7466. It was built c1925 and retained its integrity when surveyed since there were no alterations done at the time: "This site was recommended for Marginal status as an example of one of the house types commonly seen in the Hilo area. The structure which was built in the late 1920's is a distinct building type, although built also in Honolulu, has come to be recognized as a Hilo house type. "The structure is raised two to three feet above the grade on wood posts set on stone footings. Lattice- work covers the foundation area and construction consists of double wall system. This one -story wooden structure has a main gable roof and parallel gable ends on the front elevation. One is applied over the porch area and caps a vent while the other is an intersecting gable set above a side wing. Both have strut supports. Bargeboards are carved at the ends. A side entrance composed of four lava rock steps leads to the L- shaped verandah. A solid balustrade with molded panels runs along both sides and stout columns are set on wooden pedestals placed at intervals along the porch. "The doors are glass paneled French doors and windows are double -hung. The house sits on a level lot surrounded by tree ferns. It is well suited to its location and is representative of many like it in the Ililo area." f li t ;¢ WWa Mr. BJ Leithead Todd LOG NO: 2010.0254 Page 2 DOC NO: 1001 STO8 Although given a "Marginal" rating of significance (possibly due to its age being less than 50 years at the time of the survey, January 1974), we believe that the residence may have increased significance since the survey was completed given its current considerable age (80+ years old). Therefore we believe that the residence is eligible for listing on the National Register of Historic Places under Criteria C ( "that embodies the distinctive characteristics of a type, period, or method of construction, or that represents a significant and distinguishable entity whose components may lack individual distinction "). The proposed work for this project constitutes an "effect to historic properties," as such, proper measures will need to be taken to document the historic property, determine its historic significance, and appropriate mitigation commitments need to be met. Before work on this project may commence an architectural survey needs to be completed: "Minimally, information shall be of sufficient quality to complete a National Register of Historic Places nomination form. The survey must be directed by a qualified historian, architect, or architectural historian who meets the qualifications set forth in chapter 13 -281 (§13-284 (HAR))." As this project will affect historic properties, mitigation commitments need to be established and carried out. Accepted forms of mitigation include: preservation, architectural recordation, archaeological data recovery, historic data recovery, and ethnographic documentation. Commitments necessary to mitigate the effects of this particular project on historic properties include: "architectural recordation plans meeting the minimal standards as provided by historic American building survey (HABS) photographic specifications; (and/or) preservation plans meeting the minimal standards as provided by chapter 13 -277 and the Secretary of the Interior's standards for historic preservation projects." The appropriate form of mitigation will be determined based on an assessment of the submitted additional information requested. A completion report that accomplishes the agreed -upon mitigation commitments must be approved by SHPD before the historic preservation review process can be concluded. Work may begin on the proposed project once the mitigation commitments proposed in this letter have been agreed to. SHPD must be contacted in writing to inform us of the agreement to carry out the mitigation commitments once they are determined. Thank you for the opportunity to comment.
