The State of Hawai'i Department of the Attorney General is providing $25,000, derived from Federal funds, to implement this Next Generation (NG) JJIS Data Broker Project. The Juvenile Justice Information System (JJIS) serves as a data repository for juvenile offender information for the State of Hawai'i. The interface, which will electronically transfer juvenile arrest data between the systems, will eliminate double entry of information and will improve efficiency. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii Department of the Attorney General. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $25,000 grant. One of the new components of the NG JJIS is a data broker which will forward NIEM formatted messages containing case data from a referring agency to a receiving agency. As we have discussed previously, the .IJIS team would like to work with the Hawaii County Prosecuting Attorney (HCPA) on the data broker pilot project The pilot project will forward a NIEM message containing 1-lawaii Police Department arrest case data to HCPA. FICPA would then electronically review the data. select the appropriate cases and populate HCPA's HITS case information with minimal data entry required. The data broker pilot project's goal is to minimize the amount of manual data entry required by HCPA's staff to enter case information into HITS as well as reduce the potential for keying errors associated with manual data entry. ,IJIS will reimburse HCPA up to $25,000 for the cost of the modifications required to HCPA's HITS to accept a NIEM message, allow the staff to electronically review the data contained in the message, select the appropriate cases and populate the case information into the HITS database. The dollar amount of S25.000 to Fund the modifications to HITS was provided by the Lange Group. Funding for this pilot project is through a federal grant that JJIS has received from the Office of Juvenile Justice and Delinquency Prevention. We plan to execute a Memorandum of Agreement between our agencies to formalize the reimbursement procedures. Thank you for your continued support of and participation in the JJIS program.
