Aloha,
My name is Laura Lamm and I reside on Kamaoa Road. In light of the upcoming
possibly final vote on Resolution 377 -10, I would like to pass on these concerns and
submit additional testimony in favor of the Resolution.
I would like to know if the County is going to survey andlor post for the public the
areas in which they can travel on this road ?? To just open the gate and say "come
on in "given the information already posted on the internet by Ms. Nguyen will
invite the public to do nothing but trespass. The County could be held directly liable
for injuries sustained on private property because they invited the public onto this
dangerous road without any guidance as to property lines.
I would like to state for the record that I am in favor of the privatizing or leasing this
particular dirt road.
1) The County Council now knows that this dirt road is NOTHING like it is
shown on County maps & Google; The County Council members who did attend

the Walk -Thru last November could not finish the inspection of the road because it
was impassable by vehicle and too challenging to walk on foot;
2) The Council also now knows that Teri Nguyen wrongfully and illegally led her
supporters onto private property and declared it public all over the internet;
3) It's always been clear that there's no beach access, no parks, no public lands and
certainly no place to even park a vehicle without committing trespass - Any "panoramic
views" are those seen from private property;
4) The Council knows that numerous County departments have done their review
and agree that this road does not serve a public purpose. Is it the Council's position
that the heads of these departments are not reliable ? ?
5) The claim that Hawaiian families will be blocked from their family gravesites
is also completely false, unless Ms. Nguyen is talking about her own property;
6) As we all know now, she has blown up this issue into some conspiracy theory
while verbally and viciously attacking two long -time local families — and for
what ?? — so SHE can increase the value of HER property;
7) All the landowners, except for her, have worked together for years, maintaining
different portions of the road at their own expense — she has not once participated
in keeping the road maintained even though she uses it just like everyone else;
8) Is the County now going to maintain this road as it has been for decades ??
This Country is run on the concept of "majority- rule" - it does not reward the
minority voter who shows up and proceeds to deceive the community about the
truth ... then denigrates and slanders their neighbors. The landowners involved here
are in agreement to privatize this dirt road 5 to 1.
If the Council is concerned about future possibilities for this land, then lease the road
to the current landowners in, say 20 yr increments. Then they can continue to use it as
it is zoned — for Agriculture, and not another Pacific Quest. The cost to taxpayers and
the liability to the County to formally declare this road "public" could be staggering.
If ANY road improvements are going to be made in this area, they should be made to
South Point Road not this portion of Kamaoa.
