Your Committee on Finance, to which was referred Bill No. 210, reports as follows:
Bill No. 210, transmitted jointly with Resolution No. 216-00 by Corporation Counsel
Richard D. Wurdeman, via Communication No. 671, dated February 25, 2000, amends
Ordinance No. 99-41, relating to the issuance of general obligation bonds for the purpose of
financing various public improvements for the County of Hawaii.
Ordinance No. 99-41 authorized the County of Hawaii to issue and sell general obligation bonds
in the amount of $30,000,000. Section 14 of the ordinance consisted of a list of public
improvement projects to be funded.
The purpose of this bill is to add the Ali`I Drive-Queen Kaahumanu Highway Connector project
in the amount of $3,000,000.
Pursuant to Section 47-5, Hawaii Revised Statutes, by an affirmative vote oftwo-thirds of its
members, the County Council may apply proceeds to such other public improvement projects as
it deems appropriate.
Members expressed concerns over safety issues and whether the project might jeopardize federal
funding for the entire Kahului-Keauhou Parkway project.
Your Committee on Finance is not in accord with the purpose and intent of Bill No. 210 and
recommends it be filed.
