Your Committee on Finance, to which was referred Resolution No. 239-00, reports as follows:
Resolution No. 239-00, transmitted by Finance Director Harry Takahashi, via
Communication No. 723, dated March 24, 2000, deletes the Equipment Operator III position and
creates a Laborer II position for the Highways Division of the Department of Public Works.
As the Equipment Operator III position has been vacant since April 1998, and with new types of
equipment that are capable of doing multiple tasks the position is no longer needed. Instead, the
duties can be performed by a Laborer II position.
Pursuant to Article V, Section 5-1.3(c}, Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
For informational purposes, Mr. Curtis Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 239-00
and recommends its adoption.
