A RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO A
MULTI -YEAR CONTRACT FOR ELECTRONIC AND PRINTED LEGAL RESEARCH
FOR THE OFFICE OF THE CORPORATION COUNSEL.
WHEREAS, Section 10 -11 of the Hawaii County Charter requires that any
contract, lease or other obligation requiring payment of funds from the appropriations of a
later fiscal year or more than one fiscal year be approved by resolution; and
WHEREAS, the County wishes to enter into a multi -year contract with West, a
Thomson Reuters Business, for electronic and printed legal research for the Office of the
Corporation Counsel for a five (5) year contract term of $46,704 per year plus tax with a 3%
increase per year, the five (5) year total of which is anticipated not to exceed $250,000 plus
tax; and
WHEREAS, without a contract for the year 2010 alone the retail cost of legal
research done by the County excluding use by the Office of the Prosecuting Attorney would
have been $423,736.99 based on a per use charge; and
WHEREAS, the Office of the Corporation Counsel has been able to negotiate a
favorable rate for a multi -year contract increasing 3% per year instead of the original 5%
per year increase, which has resulted in further savings to the County; and
WHEREAS, this legal researching capability has been used to assist all County
departments, as well as the Council staff, and is a requirement in today's legal environment.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Council of the County of Hawaii hereby authorizes the Mayor to enter into a multi -year contract
with West, a Thomson Reuters Business in an amount not to exceed $250,000 plus tax, to
provide electronic and printed legal research services for the Office of the Corporation Counsel.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to (1) the Honorable William P. Kenoi, Mayor of the County of Hawaii; (2) Nancy
Crawford, Director of Finance; and (3) Lincoln S.T. Ashida, Corporation Counsel.
