HomeMy WebLinkAboutREP PC 007 02/01/2011 2010-2012REPORT OF THE COMMITTEE ON PLANNING DATE: February 1, 2011 Re: Comm. 47/Bill 13 PLACE: Council Chambers Hilo, Hawai'i TIME: 5:00 pm Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill 13, reports as follows: Bill No. 13, transmitted by Mayor William P Kenoi, via Communication No. 47 dated December .16, 2010, is an Ordinance amending Chapter 25, Article 2, Article 4 and Article 5, of the Hawaii County Code 1983 (2005 Edition, as amended), relating to Use Permits and Telecommunication Antenna and Tower within the Open Zone District. This bill adds the Open District to those zone districts requiring a use Permit to construct a telecommunications antenna or tower. Councilmember Ford requested that Planning Director Leithead Todd come forward and comment on this bill. Planning Director Leithead Todd stated the intention of this bill is to add open districts to use permit requirements for telecommunication antennas and towers which allows the Public and the Planning Department input into the process. Councilmember Ford stated she is concerned about height and distance requirements for the antennas. Councilmember Smart asked for clarification as to whether antenna are allowed at this time. Director Leithead Todd replied in the affirmative that they are currently allowed in the Open District and they don't hay, e to get a Use Permit. Requiring a Use Permit allows an opportunity for the residents in the area to comment on the 'application. Councilmember Ford restated her concern with these towers but that the requirement to obtain a Use Permit is an improvement and she can support the bill on that basis. Director Leithead Todd replied in the affirmative. For informational purposes, Councilmember Ford voted "kanalua" twice.
