Your Committee on Planning, to which was referred Bill 14, reports as follows:
Bill No. 14, transmitted by Mayor William P. Kenoi, via Communication No. 48 dated
December 16, 2010, is an Ordinance amending Chapter 25, Article 2 and Article 5, of the
Hawaii County Code 1983 (2005 Edition, as amended), relating to Use Permits and Schools.
This bill adds the Hotel Resort (V), Industrial- Commercial Mixed (MCX), General Industrial
(MG) and Limited Industrial (ML) districts to those districts with the opportunity to apply for a
Use Permit to establish a school.
Councilmember Onishi stated that a school in his district prompted this bill and that charter
schools are looking at different areas for their facilities.
Planning Director Leithead Todd supports this bill as charter schools are already in some
Industrial areas.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 14 and
recommends it pass first reading.
