Your Committee on Planning, to which was referred Comm. 57, reports as follows:
Communication No. 57, from Mayor Billy Kenoi, dated January 5, 2011, requests confirmation of the
appointments of Fanny Au Hoy, Terry K. Dunlap, Sharron Stanbro and John L. Hetherington to the
Kailua Village Design Commission.
Fanny Au Hoy, of Council District 8, is a lifelong resident of Hawaii and has been the
administrator at Heulihe`e Palace since 1988. Ms. Au Hoy previously served as a member on the
Kailua Village Design Commission and her community service includes membership with
Daughters of Hawaii, Kuakini Hawaiian Civic Club, Kona Coffee Festivals Board and past
membership with the YMCA -Kona. Ms. Au Hoy states that she is not affiliated with any
political party. If confirmed, she will succeed Ann Peterson and will serve the remainder of
Ms Peterson's term to end December 312011, and subsequently a- consecutive term to end on
December 31, 2014.
Council District 7, Terry K. Dunlap is a 13 -year resident of Hawaii and is the Vice President
and architect of Kona Homes and Land Design LLC. Mr. Dunlap previously served as a member
on the Kailua Village Design Commission and his community service includes past membership
on the Rotary International and the Boy Scouts of America. Mr. Dunlap states that he is a
Republican. If confirmed he will succeed Paul Bleck and will serve a term to end on
December 31, 2013.
Sharron Stanbro, of Council District 8, is a 14 -year resident of Hawaii and is retired.
Ms. Stanbro previously served on the Arborist Commission and her community service includes
past membership as a Director on the H61ualoa Foundation for Arts and Culture, as a Director for
Pulama Historical Association, Kona Outdoor Circle, Reef Watch and Visitor Aloha Society of
Hawaii. Ms. Stanbro states that she is a Democrat. If confirmed, she will succeed Ann Kern
and will serve a term to end on December 31, 2012.

John L. Hetherington, of Council District 8, is a 20 -year resident of Hawaii and is employed as a
draftsman designer by Walter Fullerton Architect. His community service includes, current
membership with the Ecumenical Church of Light as Vice President, past Director of the Church
of Light, past volunteer counselor with the Suicide Hotline and past Musical Coordinator with
the Imaginarium Arts Organization. Mr. Hetherington states that he is not affiliated with any
political party. If confirmed, he will succeed Cindy Coats and will serve a term to end on
December 31, 2013.
All nominees were present at the Kona County Council Office
Committee Chair Hoffmann asked if each member would introduce themselves and make a brief
statement.
Fanny Collins Au Hoy stated she has been a resident of Kailua -Kona since 1975 and has been a
member of the Daughters of Hawaii - Organization since 1979. She served on the .Kailua Design
Commission a few years ago. She feels it is part of her duty to be a part of this community
effort.
Councilmember Pilago commented he is in strong support of Fanny Au Hoy who is a long time
resident and supporter for the betterment of Kona. He is pleased the nomination has come
through and will vote in favor to confirm. He extended thanks for her contributions to the
community.
Terry Dunlap stated he is an architect in Kona and has previously served on the Kailua Village
Design Commission, during the 1990's.
John L. Hetherington grew up in Chicago and moved to Kona in 1990. He states he looks
forward to the opportunity to assist in the planning for Kailua -Kona.
Sharron Stanbro stated she first came to Kona in 1964, and has been a resident for the past
16 years. She feels it is really important.to do the right,thing for the land.
Councilmember Ford commented that she has known Ms. Stanbro for many years, that she is
very active in the community, an active farmer, and always willing to help her community. She
fully supports her nomination.
The nominees are not required to be present at final confirmation before the full Council

Your Committee on Planning is in accord with the purpose and intent of Communication No. 57
and recommends confirmation of Fanny Au Hoy, Terry Dunlap, Sharron Stanbro and John
Hetherington to the Kailua Village Design Commission.
