Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 217, reports as follows: Bill No. 217, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 683, dated March 1, 2000, submits the Operating Budget for the County of Hawaii for the fiscal year July 1, 2000 to June 30, 2001. The proposed budget totals $174,485,654, a decrease of $1,913,227 or 1.1 percent below the current year's fiscal budget. The expenditure plan does not include any personnel layoffs or collective bargaining increases. Revenue projections include: (1) an increase in real property tax collections due to a growth in real property values; (2) an increase in interest earnings as proceeds from the bond issue have raised the amount of funds available for investment purposes; and (3) an increase in user fees for sewers, solid waste and bus fares. Expenditure projections include an increase of general operating expenses with the exception of Debt Service. Your Committee originally reviewed the Operating Budget on March 28-30, 2000, and again on April 11, 2000, at the departmental program reviews. The purpose of today's Special Finance Committee meeting was to discuss recommendations to the Mayor's Operating Budget. Your Committee discussed areas of Bill No. 217 where the Council may initiate recommendations; however, Your Committee decided to review the Mayor's amended budget, and, thereupon, propose further amendments. For informational purposes, Mr. Tyler and Mr. Yagong voted kanalua twice.
