Your Committee on Finance, to which was referred Bill No. 218, reports as follows:
Bill No. 218, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 684, dated March 1,
2000, submits the 2000-01 Capital Budget and Six-Year Capital Improvements Program.
The 2000-01 Capital Budget and Program consists of 19 projects with a total cost of $34,558,000. The
County's share of the costs is $16,758,000, which will be matched by $12,800,000 in Federal Grants, and
$5,000,000 will be funded from the State Revolving Fund.
As with prior years, the majority of projects included in Bill No. 218 reflect the County's continuing
effort to provide for public health and safety. Several projects also address improvements to existing
County facilities. Several appropriations that will lapse on June 30, 2000, are also reappropriated in this
proposal.
The Capital Budget and Program also includes funding to continue the County's effort to comply with
federal mandates of the Environmental Protection Agency (EPA).
Your Committee originally reviewed the Capital Budget and Program on March 28-30, 2000, and again
on April 11, 2000, at the departmental program reviews. The purpose of today's Special Finance
Committee meeting was to discuss recommendations to the Mayor's Capital Budget.
Your Committee discussed areas of Bill No. 218 where the Council may initiate recommendations;
however, Your Committee decided to review the Mayor's amended budget, and, thereupon, propose
further amendments.
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 218 and transmits it to
Council without recommendations.
