Ford, Council Member <br />SUBJECT: Proposed Amendments to Bill No. 18; Relating to Redistricting <br />Please find attached proposed amendments to Bill No. 18. The proposed amendments to Bill No. <br />18 are illustrated below by Ramseyer format with respect to the contents of Bill No. 18 and <br />bolded for emphasis; material to be deleted is bracketed and stricken through; material to be <br />added is underscored. <br />The "Definitions" section of Bill No. 18 is amended by adding definitions for "Bizarre <br />council district shape" and "Gerrymander," to read as follows: <br />" "Bizarre council district shave" means a council district that is drawn to have a very odd <br />or grotesque shape, that has absurdities or is ridiculous in design, may cause grotesque <br />projections into another district, may add an area that defies logic as to why it was <br />included, or is so weird on its face that it is unexnlainable on grounds other than <br />errymandering." <br />"Gerrymander" means the process of drawing council districts with odd or bizarre shapes <br />to create an unfair advantage. <br />2. The Additional Criteria section of Bill No. 18 is amended by amending items (2), (10), <br />and (13) to read as follows: <br />"(2) Nonresident military personnel, nonresident military dependents, nonresident students, <br />and foreign nationals or aliens shall be excluded from the permanent, resident population <br />base used to calculate each proposed council district's population and its deviations from <br />an ideal council district's population if practicable <br />Comm, fro. 67./7 <br />Ref.
