Your Committee on Finance, to which was referred Bill No. 219, reports as follows:
Bill No. 219, transmitted by Finance Director Harry Takahashi, via Communication No. 686,
adopts a pay plan for persons employed by the County other than those whose pay is otherwise
provided for, designating payroll periods, pay days, prescribing requirements with respect to
official fidelity bonds, and repealing Ordinance No. 99-72 and all amendments thereto, said
Ordinance to be known as the Salary Ordinance of 2000.
Pursuant to Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan
for all persons employed by the County whose pay is not otherwise provided for.
Originally heard on March 21, 2000, this measure was amended by deleting the Perquisites
section of Bill No. 219 as it is already stated in the Hawaii Revised Statutes. Further, the Salary
Ordinance was deferred pending a "Ramseyered" copy.
Subsequently, on April 17, 2000, this measure was deferred again to allow some members of
Your Committee to further review this Bill.
Your Committee, during its discussion of Bill No. 219, amended the measure to include
additional steps to the pay grades LR-1 and CA-3, which would allow upward movements in
salaries for the council legislative assistants and council aides positions.
Some members expressed concerns regarding pay schedules for the Hawaii County Band.
However, no amendments were made at this time.
For informational purposes, Mr. Tyler voted kanalua twice.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 219, as amended
to Draft 2, and recommends it pass first reading.
