(Bill 25) AN ORDINANCE TO AMEND ORDINANCE NO. 10-59, AS AMENDED, THE
OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR
ENDING JUNE 30, 2011
From Finance Director Nancy E. Crawford, dated January 19, 2011, transmitting the
above resolution and bill. Increases revenues of $500 in the Contribution from Private
Source Account, and appropriates same to the Police Administration Division - Other
Current Expense Account. These funds, donated by the Hawai‘i Police Athletic
Federation, will be used to purchase materials such as pamphlets and brochures to educate
the public in the fight against methamphetamine drugs.
Recommends passage of Bill 25 on first reading.

Comm. 82: AN ORDINANCE AMENDING CHAPTER 2 OF THE HAWAI‘I COUNTY CODE
(Bill 26) 1983 (2005 EDITION, AS AMENDED) BY ADDING A NEW SECTION RELATING
TO THE FUND BALANCE
From Council Member Brenda J. Ford, dated January 31, 2011, transmitting the above
bill. Adds a new section regarding the reporting of the fund balance to the Council.
Recommends passage of Bill 26 on first reading.

Comm. 83: REQUEST FOR FORMATION OF A BUDGET AD HOC COMMITTEE
From Council Member Brenda J. Ford, dated January 31, 2011, requesting 30 minutes to
discuss and create an ad hoc committee and selection of its members.

An Ad Hoc Committee was created, consisting of Brenda Ford as Chair,
Pete Hoffmann as Vice Chair, Brittany Smart and Dominic Yagong as members; the
scope of which will be to (i) analyze the budget, (ii) present recommendations and
findings, (iii) suggest amendments; and (iv) investigate any aspect of the budget that
requires a more in-depth analysis.
Ayes: Committee Members Blas, Hoffmann, Pilago, Smart,
Yagong and Chair Ford.

Comm. 85: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY
(Res. 33-11) DONATION OF $1,000 TO THE DEPARTMENT OF PARKS AND RECREATION TO
SUPPORT THE LAWA KUA NUI / BIG KIDS HAWAI‘I PROGRAM
From Finance Director Nancy E. Crawford, dated February 2, 2011, transmitting the
above resolution. These funds, donated by Atlas Recycling Centers, LLC, will be used
for educational and athletic opportunities for children in grades five to eight, who are
unable to participate because they exceed the program’s weight restrictions.
Recommends adoption of Res. 33-11.

Comm. 86: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
(Res. 34-11) YEAR AND OF A MULTI-FISCAL YEAR AGREEMENT FOR FURNISHING AND
IMPLEMENTING ORGANIC WASTE DIVERSION SITES AND COMPOST
OPERATIONS IN WEST HAWAI‘I AND EAST HAWAI‘I FOR THE DEPARTMENT
OF ENVIRONMENTAL MANAGEMENT
From Finance Director Nancy E. Crawford, dated January 19, 2011, transmitting the
above resolution. The current contract extension for green waste operations expires on
June 30, 2011. A request for proposals for a 10-year contract to expand these operations
at both the South Hilo Sanitary Landfill and West Hawai‘i Sanitary Landfill will be
cost-effective and will attract qualified contractors. Organics diversion is necessary to
comply with Council Resolution 826-08 which requested banning organics from the
landfill by 2012.
Recommends adoption of Res. 34-11, as amended to Draft 2.

Yagong and Chair Ford.

Comm. 88: A RESOLUTION AUTHORIZING THE COUNTY OF HAWAI‘I TO ENTER INTO A
(Res. 36-11) MULTI-YEAR CONTRACT FOR ELECTRONIC AND PRINTED LEGAL
RESEARCH FOR THE OFFICE OF THE CORPORATION COUNSEL
From Deputy Corporation Counsel Craig T. Masuda, dated January 26, 2011, transmitting
the above resolution. The existing contract expired on December 31, 2010. This will
provide for a five-year contract, resulting in lower costs based on “per use” rates.
Recommends adoption of Res. 36-11.
