RE: A Resolution Proposing the Establishment of a Si 7Cityy Relationship tween
Kumejima and the County of Hawaii, and Authorizing the Mayor of the County of
Hawaii to Enter into a Formal Signed Agreement
The attached resolution with supporting Proclamation from Mayor William P. Kenoi, dated
November 12, 2010, request your consideration for creating a Sister -City relationship with
Kumejima, Okinawa, Japan.
1 request this resolution be placed on the appropriate committee agenda for March 1, 2011.

Whereas, Kumejima and Hawaii Island share many commonalities;
Whereas, Kumejima and Hawaii Island are said to be the most beautiful islands in their
respective chains;
Whereas, Kumejima and Hawaii Island have both relied on the economies of sugar cane and
tourism to support their populations;
Whereas, the isolation of Okinawa and Hawaii by the Pacific Ocean have made it imperative
for both places to achieve self - sufficiency,
Whereas, Kumejima and Hawaii Island are two of the few locations in the world where a
deep -sea pipe has the ability to bring up cold sea water;
Whereas, the applications of these assets have the potential to meet three of the world's most
pressing needs: food, clean energy and fresh water;
NOW THEREFORE, 1, WILLIAM P. KENOI, Mayor of the County of Hawaii, State of Hawaii,
U.S.A., do hereby invite the beautiful Island of Kumejima, Okinawa, ,Japan, to accept a sister
city relationship with our equally beautiful Hawaii Island. Furthermore, upon acceptance of
this invitation by the government of Kumejima, the Office of the Mayor of the County of
Hawaii will introduce a resolution to the Hawaii County Council to formally recognize this
relationship as a law of the County of Hawaii.
IN WITNESS WHEREOF, 1 have hereunto set my hand and caused The Seal of the County of
Hawaii to be affixed. Done this 12 day of November, 2010, in Kona, Hawaii.
