Your Committee on Public Works and Parks and Recreation, to which was referred
Bill 19, reports as follows:
Bill 19, transmitted by the Director of Public Works Warren H. W. Lee, via
Communication No. 74, dated January 19, 2011, amends the Hawai`i County Code 1983, (2005
Edition, as Amended), Chapter 24, article 10, division 6, section 24 -288, schedule 36 (freight
loading zones), subsection (c) South Hilo, by adding Kino`ole Street, northeast side, beginning
from a point 235 feet southeast of Haili Street and extending 63 feet in the southeasterly
direction from 5:00 a.m. to 3:00 p.m., Monday through Friday.
This bill is necessary to address a request for a freight loading zone along Kino`ole Street to
service the adjacent businesses. There were no testifiers on this item.
Councilmember Ford requested Traffic Division Chief Ron Thiel to come forward and answer
questions from members of your Committee. Councilmember Ikeda asked Mr. Thiel how far the
freight loading zone extends from Haili Street and was told that it extends all the way to the
south side of the new McDonalds, which will be located on the corner of Kino`ole and Haili
Street.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 19, and recommends its passage on first reading.
