Your Committee on Public Works and Parks and Recreation, to which was referred Bill 21,
reports as follows:
Bill 21, transmitted by the Director of Public Works Warren H. W. Lee, via
Communication No. 76, dated January 19, 2011, amends the Hawai`i County Code 1983, (2005
Edition, as Amended), Chapter 24, article 10, division 5, section 24 -284, schedule 32 (two hour
parking areas), subsection (c) South Hilo, paragraph 16, by changing the word "makai" to
"northeast" and "mauka" to "southwest;" and adding "except for freight loading zone, beginning
from a point 235 feet southeast of Haili Street and extending 63 feet in the southeasterly
direction from 5:00 a.m. to 3:00 p.m., Monday through Friday, as set forth in section 24 -288,
schedule 36, freight loading zones" after "Mamo Street."
This is related to Bill 19, due to the creation of the new freight loading zone, the two hour
parking in the subject area needs to be adjusted as shown above.
There were no statements from the public on this item.
Councilmember Ikeda questioned Mr. Thiel about the reasoning behind changing the current
directional language from the Hawaiian concept of "mauka/makai" to "northeast and southeast"
as it maybe confusing to many residents. Mr. Thiel related that he was attempting to make it
more uniform with other traffic amendments.
Councilmember Onishi inquired if there would be signs posted with the new language and if not
he stated that there should be no confusion. Mr. Thiel agreed to research the proposed changes to
the language to see if it is necessary and will have the information available when this item
comes before the full Council.

Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 21, and recommends its passage on first reading.
