Comm. 3295: From Keola Childs, dated February 4, 1992, regarding his concerns that negative impacts on traffic and pedestrian safety from the proposed development by Hualalai Properties are not being fully and satisfactorily addressed in Bill 550. Comm. 3300: From PC Chair Takashi Domingo, dated February 4, 1992, in response to concerns by Council Chairman Russell Kokubun, proposes an additional condition to Bill 550 regarding Hualalai Properties' pro rata share of infrastructure improvements to Hualalai Road. Comm. 3309: From Charles Clarke, Low Income Homes & Housing of Hawaii, Inc., dated February 10, 1992, informing that they are planning a 143-unit affordable rental housing project in Kailua-Kona utilizing state and federal low income housing tax credits and state rental subsidies. States the upper portion of the property borders Hualalai Road and in order to complete the construction financing for this project they need to reduce their cost estimates and would like to explore the possibility of reducing offsite improvement costs on Hualalai Road by entering into early coordination with other development plans for the area. Informs they would like to work together with the various agencies and parties that have plans for this area. Comm. 3301: TIME EXTENSION REQUEST ORDINANCE NO. 90 94 (REZ NO. 666) TMK: 2-4-11:176 Copy of letter to Pansy L. Long, from Planning Director Norman K. Hayashi, dated February 5, 1992, acknowledging receipt of her letter requesting a time extension in which to comply with Condition B (secure final subdivision approval) and Condition H (submittal of an annual progress report) of Ordinance No. 90 94. Informs that an extension of time until February 5, 1993 in which to secure final subdivision approval and to submit an annual progress report is granted. Further, should the applicant require an additional extension of time, the request, accompanied by a $100 filing fee, shall be submitted to his office for consideration by the Council. Comm. 3334: From Corporation Counsel Michael J. Matsukawa, dated February 15, 1992, commenting on Communication 3307. Comm. 3308: GHANA ZONING. PROPOSAL TO ELIMINATE OR RESTRICT From Dan Wilson, Principal Broker, Pahoa Realty, Ltd., dated February 4, 1992, stating that abuses by developers and rental property builders operating under the guidelines of the "Regulations for Ghana Dwelling" have grossly and adversely affected the community and requests (1) that Building Permit #91-136 issued to Hilton Hiyoto for property 3-1-5-80-9, be revoked; and (2) that the revocation and repeal of "Article 20" under Hawaii County Chapter 8 (Zoning Code) be considered. UNFINISHED BUSINESS Comm. 3273: LAND USE PROCESS FOR ESTABLISHMENT OF GOLF COURSES (Res. 407) From Council Chairman Russell S. Kokubun, dated January 31, 1992, Submitting a resolution relating to the land use process for the establishment of golf courses. Comm. 3326: From Samuel J. Burris, dated February 5, 1992, transmitting a copy of Samuel Kealoha's letter to the Editor, Hawaii Tribune-Herald, entitled "Golf War?" States he agrees with Mr. Kealoha's views and Council Chairman Russel Kokubun's proposal that all golf course developments be dealt by the Council and that an immediate suspension of all permits is a good idea.
