Your Committee on Finance, to which was referred Resolution No. 251-00, reports as follows:
Resolution No. 251-00, transmitted jointly with Bill No. 252 by Finance Director Hany
Takahashi, via Communication No. 763, dated Apri125, 2000, authorizes the County of Hawaii
to enter into an agreement with the State Department of Transportation for an Occupant
Protection Program grant.
The State Department of Transportation Public Affairs-Safe Communities Programs has
authorized funding to reduce traffic fatalities and injuries to all occupants and increase seatbelt
usage by at least 5.9%. This will be accomplished by conducting roadblocks to enforce seatbelt
usage and acquiring child restraint seats.
The Hawaii County Police Department is ready and willing to proceed with its obligations under
the Occupant Protection Program grant.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 251-00
and recommends its adoption.
