Your Committee on Finance, to which was referred Resolution No. 252-00, reports as follows:
Resolution No. 252-OQ, transmitted by Mayor Stephen K. Yamashiro, via Communication
No. 766, dated Apri128, 2000, committing to funding the cost items awarded to the Hawaii
Government Employees Association (HGEA) by arbitration affecting bargaining units 02, 03,
04, ] 3, and employees excluded from those bargaining units for the contract period July 1999
through June 30, 2003.
The cost items are a continuation of step movements, a 4.00% across-the-board increase on
July 2, 2001, and a 5.00% across-the-boazd increase on July 1, 2002. The estimated cost to the
County of Hawaii for aforementioned negotiated cost items will be $7,395,668. Additional
adjustment such as employer's contribution to the Employee Retirement System, vacation,
holiday, and sick leave reparations will increase the total cost to $9,325,562. The increased cost
for this fiscal year will be covered by the Provision for Compensation Adjustment appropriation
in the current budget.
Pursuant to Section 89-11(b)(3) of the Hawaii Revised Statutes relating to collective bargaining,
requires that in the case of a final and binding decision by an arbitration panel, all items requiring
any moneys for implementation shall be subject to appropriations by the appropriate legislative
bodies.
Your Committee, during its discussion of Resolution No. 252-00, amended the measure to delete
the words "and this decision was ratified by the membership of the bargaining units" in the third
Whereas clause since it is provided in Section 89-11 of the Hawaii Revised Statutes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 252-00,
as amended to Draft 2, and recommends its adoption.
