Your Committee on Finance, to which was referred Bill No. 253, reports as follows:
Bill No. 253, transmitted jointly with Resolution No. 254-00 by Finance Director Harry
Takahashi, via Communication No. 770, dated May 1, 2000, amends Ordinance No. 99-70, as
amended, the Operating Budget, ending June 30, 2000. The amendment is as follows:

Funding for this grant is to conduct aggressive, comprehensive and coordinated law enforcement
activities to detect, identify, access, and counter or neutralize clandestine drug manufacturing
laboratories by training officers and purchasing the proper equipment.
Due to the recent deferral of a similar grant, some members of Your Committee expressed
concerns as to the validity of the certification to accept grant monies as entered into by the
current Police Chief. However, Your Committee voted in favor of this Bill, and its
accompanying Resolution, with the understanding that an official opinion from the Department
of Justice will be requested.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 253 and
recommends it pass first reading.
