HomeMy WebLinkAboutORD 2011-018 2010-2012COUNTY OF HAWAII STATE OF HAWAII BILL NO. 12 ORDINANCE NO. 1 - 1 18 AN ORDINANCE AMENDING CHAPTER 14 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO OUTDOOR LIGHTING. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 14, article 9, section 14- 51(a), of the Hawaii County Code 1983 (2005 Edition, as amended), is amended by adding the following to be appropriately numbered and to read as follows: "Blue light content" means th ra tio of the amount of ene_ emitted by the outdoor light fixture betwe 400 and 500 nm divi by_the gjnount of energy between 400 a nd 700 rim. "Traffic color compliant" mea the 1931 CIE x y color coordinates of the outdoor light fixture is outside of any of the traffic signal c olo r box as defined by ITE ST -052 5 00 / AGS -PM /1 105. SECTION 2. Chapter 14, article 9, section 14 -52, of the Hawaii County Code 1983 (2005 Edition, as amended), is amended to read as follows: Section 14 -52. General requirements. (a) S.andard [ Lew- pxessure-4odium-�4i e nly light ce -pe for ^ "�lnss ; c1e+tt�er -1 + €rx -ores- ] fixture. All [ether] class types of outdoor light fixtures shall follow the requirements set forth in "Cable 14 -A. (b) Shielding. All outdoor lights shall be shielded pursuant to the requirements set forth in Table 14 -A. (c) Hours of operation. All outdoor light fixtures shall be subject to the hours of operation as required by Table 14 -A. (d) Mercury vapor lights prohibited. Mercury vapor lamps shall not be used for any new outdoor lighting installations or for the replacement of any existing installation. All existing mercury vapor outdoor liglting fixtures shall be removed by August 17, 19W (e) Blue, light content_The blue l igi t content of the ou tdoor lig ht_ fixture shall bepursuani to the requirements set forth in - Fable_ 14. -A. T raffic color complj ant._The color of t he o utdoor light fixture shall be up rsua t o the requir set forth in Table 14 -A. SECTION 3. Chapter 14, article 9, section 14 -55, of the Hawaii County Code 1983 (2005 Edition, as amended), is amended to read as follows: Section 14 -55. Tables. Material to be repealed is bracketed and stricken. New material is underscored. In printing this ordinance, the brackets, bracketed material and stricken material and underscoring need not be included. SECTION 5. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 6. This ordinance shall take effect upon its approval.
