C • Kailua-Kona, Hawaii 96740 <br />(808)323-4444 • Fax(808)323-4440 <br />February 24, 2011 <br />The Honorable Dominic Yagong, Chairperson, and <br />Members of the Hawaii County Council <br />25 Aupuni Street <br />Hilo, Hawaii 96720 <br />Re: 2010 Annual Report to the Mayor <br />Public Access, Open Space and Natural Resources Preservation Commission <br />Dear Chairperson Yagong and Council Members: <br />Pursuant to Section 2-217 of the Hawaii County Code, the 2010 Annual Report from the <br />Public Access, Open Space and Natural Resources Preservation Commission was previously <br />transmitted as required by December 31, 2010. Pursuant to Section 2-218 of the Hawaii County <br />Code, I am transmitting herewith my comments and recommendations on the Commission's <br />2010 report and updated Prioritized List. <br />This year the Commission considered only properties submitted by the public in the 2010 <br />Suggestion Forms when determining the 2010 Prioritized List. Their decision was based upon <br />reported urgency, anticipated use, significance and benefit to the public and special opportunities <br />available for acquisition and management. In addition, for the first time since their inception, the <br />Commission has listed an access easement and agricultural conservation easement for <br />consideration. <br />Also included in this year's annual report is a "Status of Properties on Past Prioritized <br />Lists from 2006-2009" providing detailed information for past prioritized properties along with <br />an updated Comprehensive List which now includes what years the suggestion forms were <br />submitted by the public and is sorted by tax map key and district. <br />Summary of Authorized Land Acquisitions <br />By way of prior resolutions, the County Council has authorized the Finance Director to <br />enter into negotiations to acquire a number of parcels since the establishment of the Commission. <br />A list of the prior resolutions approved by the County Council is summarized below: <br />County of Hawaii is an Equal Opportunity Provider and Employer Comm.
