Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $2,500,000 into Office of Housing and Community Development's Housing
Voucher program. This increase in appropriation reflects the updated allocation to be
received from the U.S. Department of Housing and Urban Development for the period of
July 1, 2010 through June 30, 2011 for the Housing Choice Voucher (Section 8) Program.
The $2,500,000 is to be used to pay for the rental assistance of eligible participants in the
program. The Office of Housing and Community Development expects to expend this
allocation by June 30, 2011.
In order to ensure that payments to the Section 8 program landlords are not delayed,
approval must be in place by May 1, 2011. To expedite this matter, the Office of Housing
and Community Development requests a waiver from the Finance Committee and to have
this bill heard at the next Council meeting scheduled for March 16, 2011.

The Office of Housing and Community Development is requesting the appropriation of $ 2,500,000.00 to the
Housing Voucher Program (Account Number 152.3301.54). This amount represents an increase in
revenues received from the U.S. Department of Housing and Urban Development to be used for Housing
Assistance Payment subsidies, and is to cover the expenditure account number 152 - 461.5466.30.371,
Voucher rental subsidies.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The increase in appropriation reflects the updated allocation to be received from the U.S. Department of
Housing and Urban Development for the period July 1, 2010 through June 30, 2011 for the Housing Choice
Voucher (Section 8) Program. The $ 2,500,000.00 is to be used for payment of rental assistance for eligible
participants of the program. The OHCD expects to expend this allocation by June 30, 2011
Normally, in February of each year, the OHCD compares the County budgeted and HUD anticipated funding
for the Section 8 Program and adjust the budgeted amounts, if necessary; to reflect more closely the
anticipated Program 8 funding the County is to receive for the current fiscal year.
To expedite this matter, the Office of Housing and Community Development humbly request a waiver from
the Finance Committee and to have this bill heard at the next Council meeting scheduled for March 16, 2011
for approval in place by May 1, 2011 to ensure timely payment of Housing Assistance to the Section 8
Program landlords. If the waiver is not approved, it will delay in payment to the Section 8 program landlords.

RE: Bill No. 33 : A Bill for an Ordinance to amend Ordinance No. 10-
59, as amended, the Operating Budget for the County of Hawaii for the Fiscal
Year Ending June 30, 2011 by Appropriating an Additional $2,500,000 into
Office of Housing Voucher Program.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
