Your Committee on Governmental Relations, to which was referred Resolution 42 -11, reports as
follows:
Resolution 42 -11, transmitted by Councilmember K. Angel Pilago, via Communication No. 105,
dated February 15, 2011, recommends the establishment of a sister -city relationship between
Kumejima, Okinawa and the County of Hawaii.
Managing Director William Takaba and Executive Assistant Charmaine Shigemura were both
present to assist Your Committee with any questions.
Councilmember Ikeda voiced his concern that a sister -city relationship requires sponsorship from
the community. Mr. Takaba understood the requirement and while there was not yet an
identified community sponsor, he will ensure this requirement was met.
Ms. Ford asked about funding sources. Mr. Ikeda and Ms. Shigemura replied that there was
minimal funding from the county to host dinners and perhaps gift exchange. However, there is
no expectation, nor funding, for anything exceeding these small items. This is, in part, where the
community sponsor is beneficial to help deal with the overall hosting and other specifics that
may be offered.
There was some discussion on the benefits of this type arrangement for both parties. The
emphasis was placed on developing economic and technology related benefits.
Your Committee is in accord with the purpose and intent of Resolution 42 -11 and recommends
its adoption.
